On December 1, 2005, Chinese national authorities introduced mandatory certification requirements for motor vehicle parts. This significant regulatory change was announced by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the National Certification and Accreditation Administration. The new rules came into effect on December 1, 2006, requiring all motor vehicle components listed in the official catalog to obtain compulsory product certification before they could be manufactured, sold, imported, or used in any commercial activity.
Starting from December 2005, manufacturers and suppliers were allowed to submit applications for certification to designated certification bodies. This move aimed to ensure that automotive products meet strict safety and environmental standards, ultimately protecting consumers and promoting public safety.
The "3C" certification system, which was launched by AQSIQ on August 1, 2003, requires all automotive products to comply with mandatory certification regulations. Products not meeting these standards cannot be imported, produced, or used in business activities. The initiative was designed to enhance product safety, protect user health, and support overall societal well-being.
Despite its positive intentions, the implementation of the compulsory certification system has faced challenges. There are still gaps in understanding the certification process, limited legal frameworks, and incomplete recall mechanisms. Additionally, inconsistencies in testing procedures, differences in sample evaluation, and ambiguities in exemption standards have raised concerns about the effectiveness and fairness of the system.
According to the announcement, the scope of the certification includes a wide range of automotive lighting products such as headlamps, turn signals, front and rear lights, brake lights, fog lights, reversing lights, and license plate illumination devices. Other essential components include retro-reflectors, vehicle recorders, reflective markings, brake hoses, mirrors, horns, fuel tanks, door locks, interior materials, and seats.
This certification follows previous requirements for car headrests, seat belts, and alarm systems, marking another step toward improving the safety and quality of motor vehicle parts in China.
