In March, when spring returns to the earth, two major national conferences once again captured global attention. This time of year always stirs the hearts of those who are passionate about politics. Many people believe that the outcomes of these sessions will bring meaningful changes to their daily lives. This sentiment is widely shared and deeply rooted in the public's expectations. The two sessions were originally established to serve the people, and they continue to be a platform for shaping the nation’s future. This year, one of the key topics under discussion is the review of the "10th Five-Year Plan" and the "11th Five-Year Plan." While the 10th Five-Year Plan has already been comprehensively evaluated from all angles, the National People’s Congress is now delivering its final assessment. At this critical moment, every Chinese citizen should reflect on what the 10th Plan truly brought to China. Understanding this will help set clear expectations for the upcoming session. When it comes to the 10th Five-Year Plan, there is broad recognition both domestically and internationally: it was the most transformative five-year period in modern Chinese history. Among the many significant changes, one stands out—China's accession to the World Trade Organization (WTO). During this time, numerous challenges once deemed impossible were addressed or even completed. For instance, China initiated more systematic industrial reforms, launched financial system reforms with RMB exchange rate adjustments as a highlight, and implemented agricultural reforms, including the abolition of agricultural taxes. Political reforms, long delayed, also accelerated, particularly through the civil service reform. The government began to focus on building a harmonious society, enhancing social security and public services. These sweeping changes were not accidental; they were driven by the pressure of global competition. China’s reform process was no longer just internal—it became subject to international scrutiny. As a country committed to its promises, China had to accelerate its reforms, even if it meant overcoming great difficulties. This is why the 10th Five-Year Plan marked a turning point in China’s development. As the saying goes, “No pressure, no oil.” History shows that China flourished during periods of openness and suffered during times of isolation. The achievements of the 10th Five-Year Plan once again prove that a nation cannot thrive in seclusion. To develop rapidly, it must remain committed to reform and opening up, engaging more fully with the global community. Looking at the petroleum and chemical industry, a sector we are familiar with, the biggest change over the past five years was the removal of the Ministry of Chemical Industry. Some feared that without government oversight, companies would collapse or face foreign domination. However, the opposite happened. Despite initial concerns, the industry not only survived but grew stronger. More importantly, it began to address long-standing issues such as environmental neglect, balancing economic growth with social responsibility. It is reasonable to expect that with continued open and globally oriented five-year plans, the petroleum and chemical industry will eventually become the "pillar of the national economy" and the "foundation of a harmonious society."
