**Interview with An Qihong, Deputy to the National People's Congress and Chairman of Chongqing Chemical Medical Holdings (Group) Company** An Qihong, the only representative from the Chongqing chemical industry attending the National People’s Congress and chairman of Chongqing Chemicals Medicine Holdings (Group) Company, recently shared his insights on the future direction of the chemical industry during an interview. He emphasized that the sector must shift toward a more sustainable model, moving away from traditional growth patterns that prioritize rapid expansion over environmental responsibility. According to An, the chemical industry should focus on creating a resource-efficient society by adopting advanced technologies that promote resource conservation, circular economy practices, and cleaner production methods. By doing so, it can reduce energy consumption, lower production costs, and improve competitiveness while minimizing environmental impact. He also highlighted the importance of developing "green chemicals" to ensure that pollution is minimized at the source, protecting not only the environment but also the ecological balance of sensitive areas like the Three Gorges reservoir region. Chongqing, as one of China’s older industrial bases, faces challenges such as an outdated industrial structure and a high proportion of energy-intensive sectors. The chemical industry alone accounts for 58.5% of the city’s total industrial energy use, which underscores the urgency of transformation. Currently, the region’s energy efficiency is around 33%, lagging behind more developed cities like Shanghai by about 7–8 percentage points. Additionally, the recycling of industrial and domestic waste remains insufficient, despite some progress in utilizing coal gangue, fly ash, and other by-products. To address these issues, An Qihong proposed several strategies. In the long term, key industries should adopt clean production techniques and advanced technologies to meet international standards in terms of energy use, material efficiency, and pollution control. Water reuse and the creation of "zero discharge" enterprises could significantly reduce wastewater output. Large companies should invest in technologies that extend the industrial chain, promoting cascading use of resources and forming eco-friendly industrial networks. Moreover, the government should support the development of new industrial parks based on ecological principles, ensuring that projects are carefully selected and aligned with sustainability goals. The Changshou Chemical Industrial Park is already following this approach, aiming to implement a comprehensive recycling system through logistics, energy, technology, and infrastructure integration. An Qihong stressed that China, with its limited resources and large population, must prioritize energy conservation, environmental protection, and resource recycling. This will be essential for the long-term development of the chemical industry. He called for a shift toward low-input, low-consumption, low-emission, and high-efficiency models, along with the promotion of energy-saving initiatives and the adoption of innovative technologies for resource substitution and recycling. In conclusion, he emphasized the need to accelerate the elimination of outdated, polluting technologies and establish a robust technical support system that includes resource recovery, reuse, and reduction strategies. Only through these measures can the chemical industry achieve true sustainability and contribute to a healthier, more resilient future.
