He emphasized that the industry must shift toward a conservation-oriented society and move away from traditional economic models that prioritize rapid but unsustainable growth.
According to An, the chemical industry should focus on adopting advanced and practical technologies, promoting resource conservation, and enhancing the comprehensive utilization of materials. By embracing a circular economy, the sector can reduce both resource and energy consumption, lower production costs, and improve competitiveness. Implementing cleaner production methods and developing “green chemicals†is essential to minimize pollution at its source and protect the ecological environment—especially in sensitive areas like the Three Gorges Reservoir region.
An also highlighted that with technological advancements, the circular economy is becoming a core model for China’s future development. However, challenges remain, particularly in regions like Chongqing, which is an old industrial base. The current industrial structure features a high proportion of energy-intensive sectors such as chemicals, metallurgy, and building materials. In fact, the chemical industry alone accounts for 58.5% of total industrial energy use in the city.
Additionally, the existing growth model still relies heavily on large-scale resource consumption, leading to low energy efficiency and high emissions of waste. Chongqing’s energy efficiency is currently around 33%, lagging behind more developed cities like Shanghai by about 7-8 percentage points. Moreover, the recycling infrastructure for industrial and domestic waste remains underdeveloped, despite some progress in utilizing coal gangue, fly ash, and other byproducts.
To address these issues, An Qihong proposed several long-term strategies. Key industries, including petroleum and chemical sectors, should adopt clean production practices and apply advanced technologies to bring product energy use, material efficiency, and pollutant emissions up to international standards. Water reuse systems should be expanded to create “zero discharge†factories, while large enterprises need to introduce technologies that extend the industrial chain, forming eco-friendly networks through cascading use of resources and waste recycling.
In new industrial parks, the government should establish policies based on industrial ecology principles, carefully selecting projects that align with sustainable development. For instance, the Changshou Chemical Industrial Park is already implementing a circular economy model, following the “five integrations†principle—logistics, energy, technology, information, and infrastructure sharing—to maximize overall benefits.
An stressed that China, being a country with limited energy and resources, must prioritize energy conservation, environmental protection, and resource recycling. These are crucial for the sustainable and healthy development of the chemical industry. He called for the adoption of reduction, reuse, and resource recovery principles, pushing for low-input, low-consumption, low-emission, and high-efficiency growth models. Companies should actively promote energy-saving initiatives, invest in resource substitution and recycling technologies, accelerate energy-saving transformations, and phase out outdated, high-pollution technologies.
Ultimately, he believes that a robust technical support system, incorporating resource recovery and recycling technologies, will be key to building a sustainable chemical industry in the years ahead.
