Wu Xinxiong, director of the National Energy Administration, recently hosted a special conference on the implementation of air pollution prevention and control work, setting a time limit for work and the division of responsibilities for air pollution prevention and control.

In 2013, the National Energy Administration established the Office of Air Pollution Prevention and Control, comprehensively coordinated the implementation of air pollution prevention and energy conservation work, and incorporated 127 major projects into the scope of air pollution prevention and control.

According to the information released by the National Energy Administration's special meeting, air pollution control during the year is still focused on reducing the total consumption of coal, improving the supply of natural gas resources, promoting cross-regional power transmission, and accelerating the development of clean energy.

According to the arrangement of the National Energy Administration, we will study and promulgate the relevant supporting policies for the Action Plan for Air Pollution Prevention and Control as soon as possible. Specifically, it includes: the introduction of the “Energy Conservation and Prevention Work Plan for Energy Pollution in the Energy Industry”; the introduction of the product quality upgrade action plan for the refined oil product (2014-2017) to ensure the supply of clean oil products; the “Measures for the Management of Coal Reduction and Replacement”, strengthen the quality management of coal, and issue "Coal Quality Management (Interim) Measures"; formulate an action plan for the implementation of the coal-exposed coal in the Beijing-Tianjin-Hebei region; and study and put forward opinions on restricting the import of high-sulfur petroleum coke.

In ensuring the balance between supply and demand of natural gas, the Energy Bureau requires enterprises and localities to clarify plans and measures for increasing natural gas supply in 2014; formulate model contracts for purchase and sale of natural gas; do a preliminary balance between the statistics of coal-to-gas projects in 2014 and the supply and demand of natural gas to avoid a rush. Supply and demand are seriously out of balance.

In order to increase the substitution of coal resources, the development of the limited coal-to-liquids and gas industry will be supported. However, at this stage, the project demonstration is still the mainstay, and the most stringent water-saving, environmental protection and cleanliness standards are applied. The Energy Bureau will issue guidance on coal-to-liquid and gas development to prevent disorderly development.

It is particularly noteworthy that under the demand of smog management, the “implementation of cross-regional power transmission projects” has been approved by the State Council, and the review of the UHV projects, which are still controversial in terms of safety, economy and technology, will accelerate.

The National Energy Administration specifically proposed to "accelerate the progress of 12 transmission channel projects and urge the power grid enterprises to implement them." The 12 "West-to-East Power Transmission" channels include UHV-Tianjin South, Ximeng-Shandong and other UHV lines.

Zhang Zhengling, deputy director of the State Grid Development Planning Department, said that the State Grid Corporation will strive for “6 to 4 straight” and a total of 10 large transmission channels will be approved by the state and start construction. The earliest batch will be completed in 2016.

The reporter was informed that in the planning and design of the above transmission channels, power equipment manufacturers and technical service companies have already participated. Gu Chunyuan, head of ABB Group's North Asia and China, said that the company is involved in the construction of several key HVDC transmission projects in China and provides core technology products such as converter transformers.
