On September 29, the New Materials Corporation, a subsidiary of China National Chemical Corporation, and Japan's Mitsui & Co., Ltd. signed a cooperation agreement in Beijing for a Clean Development Mechanism (CDM) project involving Heilongjiang Black Chemical Group Co., Ltd. This initiative marks a significant milestone as it is the first project approved by the UN CDM Council that focuses on decomposing nitrous oxide (N₂O) using a newly validated methodology. It also represents China’s first CDM project aimed at reducing N₂O emissions.
Under the terms of the agreement, Mitsui & Co., Ltd. will purchase all the nitrous oxide emission reduction credits generated from melanin production between 2007 and 2012 at a rate of $11.5 per ton of COâ‚‚ equivalent. In addition, the Japanese company will provide free investment in testing equipment and new catalysts to support the project.
The Blackening CDM project aims to implement the newly approved Nâ‚‚O catalytic decomposition method by the UN CDM Council, targeting the reduction of Nâ‚‚O emissions during the production of nitric acid. The project is expected to cut annual emissions by approximately 900,000 tons of COâ‚‚ equivalent. With an implementation start planned for 2007, the project is projected to generate around $10 million in revenue annually.
Beyond its environmental impact, the project will help Heilongjiang Black Chemical Group address the pollution caused by N₂O emissions. Moreover, the revenue generated will be reinvested into the group’s dry quenching project, creating a sustainable cycle that supports further environmental initiatives and fosters long-term green development.
China’s clean development mechanism has become a key component of its broader sustainable development strategy, influencing various sectors of the economy and society. The CDM has been prioritized as a tool for achieving both economic growth and environmental protection. As of August 10 this year, the National Development and Reform Commission had approved 79 CDM projects, including nine in the chemical industry, highlighting the growing importance of such initiatives in China’s development landscape.
