Recently, an informed source contacted the 21st Century Business Herald reporter and broke the news: "In the Guangdong area, there are training institutions and automobile 4S shops and maintenance plants jointly defrauding government subsidies. This subsidy is issued by the government to workers, but they are cheated by training institutions. There have been a lot of car repair workers who have been victimized."
The deducted subsidy is a special fund for the transfer of labor training and transfer in Guangdong Province. Among all the subsidy categories, the automobile maintenance, CNC machine tools, heavy machinery driving and other industries are among the highest subsidies. In such industries, the initial and intermediate certificates can be applied for a subsidy of 2,800 yuan, and the senior qualification subsidy is 3,300 yuan. Chu Hai (a pseudonym), who worked at the Fenggang Dongmei Toyota 4S store of the Meidong Group from November 2013 to March 2016, was one of the victims of this fraud. Chu Hai told the reporter, "In March 2015, in order to make up the after-sales qualifications, the company arranged for Dongguan Dingcheng Education Consulting Co., Ltd. to train some employees, and promised not to charge the registration fee and training fee, and then take the test." At the time of registration, Chu Hai and his colleagues handled a new bank card as required, submitted it to the company along with the residence permit and ID card, and forwarded it to the training institution via the company.
According to the previous regulations, a 4S shop and a repair shop must have a certain number of technicians to apply for business. A number of 4S shop practitioners told reporters: "Most 4S stores have insufficient technician certificates and can only be linked or bought." In April 2016, the State Council cancelled the requirements for this formality.
However, "There has never been any training, all of them are fake. Before the exam, we gave us an answer, and then took us to the exam." In October 2015, Chu Hai took the exam at the Guangzhou Institute of Technology and Technology. It is a part of theoretical knowledge and operational skills. "The theoretical test is to choose, fill in the blanks, ask questions and answer, and have answers. The practical part will ask a few questions at random, and there is no practical operation. Hundreds of people take the test, and each person will take a few minutes." In addition, "there are several friends who have not signed up." Suddenly, the trainer pulled the test for others and no one checked."
At the end of February 2016, Chu Hai and colleagues who took the test together were certified by the Guangdong Vocational Skills Appraisal Center and the vocational skills certificate issued by the Guangdong Provincial Department of Social Affairs.
However, in November 2016, the Guangdong Vocational Skills Appraisal and Guidance Center cancelled the qualifications of 2,685 candidates due to the “qualification of institutions and individuals for falsifying materials to participate in vocational skills appraisal”. From January to March 2016, the Certificate of Advanced Automotive Maintenance, Chu Hai and his colleagues are listed. Subsequently, on January 7, 2017, Chu Hai received an “Administrative Handling Letter” from the Dongguan Human Resources Bureau on December 20, 2016, requesting Chu Hai to refund the subsidy of RMB 3,300. According to the subsidy of 3,300 yuan per person, the incident involved defrauding 8.86 million yuan.
On January 7, Chu Hai rushed to contact the training institution for verification. The other party said that “it is trying to solve the problem”, but on January 8, the training institution lost contact. Upon verification, on the day when Chu Hai and others obtained the certificate, the training institution applied for the corresponding subsidy on the declaration system of the Guangdong Provincial Labor Training and Transfer Employment Special Fund Network through the identity information submitted by Chu Hai et al., May 13, 2016. The subsidy of 3,300 yuan was entered into the bank card submitted by Chu Hai to the training institution. On the same day, the fund was transferred.
Chu Hai told reporters: "Dalang Town, Dongguan City, Guangdong Province, there are more than 100 cases like us, all of which are in Dingcheng, a training institution. This is also the case in other 4S stores in East China Auto Dongguan. It is reported that some victims have already paid the 3,300 yuan. "If you don't return, you may be sued by the Human Resources Bureau, and it will affect the credit information." On January 9, Chu Hai went to the local police station to report the case, and has not yet received the notice of filing.

On January 14, the reporter submitted a consultation on the incident on the official website, and the receipt number was 2017011400104. On January 16, the official website of the Guangdong People's Social Security Office replied to this consultation: "Please contact our publicity department for an interview." The reporter consulted China Meidong Automobile Holdings Co., Ltd., and the other party responded: "There is no such incident in our company."
In addition, Chu Hai provided a telephone call from a Dingcheng training staff, but the reporter did not answer the call. The reporter also failed to contact the company according to the contact information reserved by the company in the business registration information.
It should be pointed out that similar "cheat" incidents are not only performed in Guangdong. In 2014, the People’s Court of Shijingshan District of Beijing had sentenced Lu to “fraud” for “providing false materials to defraud the training subsidy of 760,000 yuan”.
