"The current development of China's manufacturing industry has entered an important juncture of overtaking and escalating, and it has grown from strong to strong. To achieve medium-to-high-speed growth, and to move toward the mid-to-high end of the industrial value chain, the key lies in the progress and effectiveness of structural adjustment. The smooth transition is fundamentally to build a new modern industry system with strong innovation capability, excellent quality service, close collaboration, and friendly environment." Miao Wei said that in the process of advancing, the focus will be on four aspects:

The first is to fully stabilize the growth of industry. A number of major technological transformation and upgrading projects will be implemented around the needs of upgrading short-cut boards and traditional industries. Modern technologies such as information networks, energy conservation and environmental protection will be used to transform and upgrade traditional kinetic energy and accelerate the restoration of existing industries and enterprises. Focusing on the construction of the “Belt and Road Initiative,” we will deepen international cooperation in production capacity and support equipment manufacturing companies to go global. Focusing on structural reforms on the supply side and implementing the “Three Goods” strategy of increasing variety, improving quality, and creating brands, we will deepen the expansion of the domestic demand market for industrial products, strive for efforts with three years or more, and reduce inefficiencies. And the low-end supply, expanding effective and high-end supply, establish a good image made in China.

Second, vigorously implement "Made in China 2025." Taking “Made in China 2025” as the core of building a new industrial system, it is stepping up its preparation of 11 plans or action plans that it supports, and planning for the next three to five years. This year will start the implementation of five major projects: the construction of a manufacturing innovation center, smart manufacturing, industrial infrastructure, green manufacturing, and high-end equipment innovation. Including, build a number of national-level manufacturing innovation platforms, start a batch of smart manufacturing pilot demonstration projects and intelligent transformation projects, focus on supporting a number of components, key processes, materials, standards, etc. Key green transformation projects, major green manufacturing technology innovation and industrial demonstration projects. Accelerate R&D and industrialization of key products and equipment in high-end equipment such as large aircrafts, aero-engines and gas turbines.

The third is to further promote China's manufacturing of the Internet. In order to promote digitalization, networking, and intelligent manufacturing, we will accelerate the construction of new foundations for manufacturing industries such as automatic control and sensing technology, industrial cloud and intelligent service platforms, and industrial Internet, and focus on upgrading the manufacturing innovation and service system solutions. Supporting capabilities such as standard systems and information security guarantees foster new manufacturing models, new formats, and new products. Fourthly, to create a policy environment conducive to innovation and promotion of upgrading, the core is to make good use of the government’s visible hand and to revitalize the invisible hand of the market.
