Nanjing's inland waterways now operate under a four-level color warning system—red, orange, yellow, and blue. According to the Nanjing Local Maritime Safety Administration, this system was developed based on historical data of river traffic accidents over the past 20 years, combined with changes in hydrology and weather conditions. The system monitors factors such as water levels, flood peaks, wind speed, and visibility, which could lead to water-related emergencies. Blue represents the lowest level (Level IV), followed by yellow (Level III), orange (Level II), and red (Level I) for the most severe situations.
Recently, the Nanjing River Water Search and Rescue Center detected an emergency when the "Jiangsu Drag 1696" vessel encountered sudden difficulties near the Hongmiao Bridge section of Qinhuai Xinhe. Six coal-loaded Ships were at risk of capsizing. Upon receiving the alert, the Jiangning Marine Department responded swiftly under the orange warning. Within 30 minutes, patrol boats and maritime staff arrived at the scene. After more than two hours of coordinated efforts, the distressed vessel was safely pulled out of danger, preventing a major incident.
Since the start of the year, heavy rainfall in the upper reaches of the Yangtze River and the Han River has caused multiple high water levels in Nanjing. In response, the Nanjing Inland Water Search and Rescue Center issued orange warnings to all relevant units, vessels, and agencies. This proactive approach ensures that all parties are prepared for rapid responses during emergencies. To uphold its commitment of responding within one hour and achieving a 95% success rate in water rescues, the Nanjing Local Maritime Safety Administration has established a long-term management mechanism for the "four-level early warning and unified release" system.
The system categorizes warnings into four levels: general (blue, Level IV), significant (yellow, Level III), major (orange, Level II), and extremely serious (red, Level I). These warnings are disseminated through multiple channels, including SMS via the "96196" hotline, TV monitoring systems, GPS, and fax. The goal is to enhance the safety of inland waterway traffic and improve the ability to prevent and respond to emergencies effectively.
Zheng Chunfa, director of the Nanjing Inland River Water Search and Rescue Center and the Municipal Local Maritime Safety Administration, emphasized that the four-color warning system is designed to provide timely alerts based on hydrological and meteorological data. By issuing warnings in advance, the system helps prevent potential accidents and improves the overall readiness of maritime authorities and vessels. Since its implementation, the system has proven effective, successfully avoiding numerous incidents and strengthening the city's emergency response capabilities.
