Nanjing's inland waterways use a four-level color warning system—red, orange, yellow, and blue—to alert authorities and vessels about potential water-related dangers. According to the Nanjing Local Maritime Safety Administration, this system was developed based on historical data from the past 20 years of river traffic accidents, combined with changes in hydrological conditions and weather patterns. The system monitors factors such as water levels, flood peaks, wind speed, and visibility that could lead to emergencies. Blue represents level IV (minor), yellow is level III (moderate), orange is level II (major), and red is level I (severe).
Recently, the Nanjing River Water Search and Rescue Center detected an emergency when the "Jiangsu Drag 1696" encountered a sudden roll near the Hongmiao Bridge section of Qinhuai Xinhe. Six coal-loaded vessels were at risk of capsizing. The center quickly issued a rescue order to the Jiangning Marine Department. Under the orange warning, local maritime patrol boats and personnel arrived at the scene within 30 minutes. After over two hours of intense efforts, they successfully pulled the distressed vessel out of danger, preventing a major accident.
Since the beginning of this year, heavy rainfall in the upper reaches of the Yangtze River and the Han River has caused multiple high water levels in Nanjing. In response, the Nanjing Inland Water Search and Rescue Center issued orange warnings to all relevant units, Ships, and maritime agencies. This proactive approach ensures rapid responses during emergencies. To fulfill its commitment of a one-hour response time and a 95% success rate in water rescues, the Nanjing Local Maritime Safety Administration has implemented a long-term management mechanism for the four-level early warning system.
The system categorizes warning information into four levels: general (blue), large (yellow), major (orange), and special (red). It aims to improve inland water safety by enhancing pre-control and emergency response capabilities. Since the system was launched, it has successfully prevented several incidents and tested the city’s maritime response capabilities in real situations.
Zheng Chunfa, director of the Nanjing Inland Water Search and Rescue Center and the Municipal Local Maritime Safety Administration, explained that the four-color warning system is designed to provide timely alerts based on hydrological and meteorological conditions. Through channels like the "96196" hotline, TV monitoring, GPS, and fax, the center communicates critical information to ships, ferries, and shipping companies. The goal is to strengthen emergency preparedness and improve the handling of sudden waterborne traffic incidents.
