On February 1, 2007, the Ministry of Commerce of the People's Republic of China issued a public notice announcing an interim review of the anti-dumping measures imposed on ethanolamine imports from two companies: Taiwan Donglian Chemical Co., Ltd. and Japan Catalysts Co., Ltd. Following a thorough review process, the Ministry of Commerce issued Announcement No. 3 of 2008 on January 31, 2008. This announcement adjusted the anti-dumping duty rates for ethanolamine imports. Specifically, the rate for ethanolamine originating from Taiwan Donglian Chemical Co., Ltd. was set at 5.3%, while the rate for imports from Japan Catalysts Co., Ltd. was increased to 7.3%. Effective from the date of the announcement, importers are required to pay the applicable anti-dumping duties to Chinese customs when importing ethanolamine from these two companies. The calculation of the anti-dumping duty is based on the customs duty-paid price, using the formula: **Anti-Dumping Duty = Customs Duty-Paid Price × Anti-Dumping Tax Rate**. Additionally, value-added tax (VAT) for the importation process is calculated using the duty-paid price approved by customs, along with any applicable duties and anti-dumping duties, as the taxable base. Ethanolamine, also known as Monoethanolamine and Diethanolamine, is a chemical compound commonly used in industrial applications such as surfactants, corrosion inhibitors, and pH adjusters. The adjustment of anti-dumping duties reflects the ongoing efforts of the Chinese government to ensure fair trade practices and protect domestic industries from unfairly priced imports.
