Since March 9, 2007, following the approval of the overall design plan for Sinopec Tianjin’s 1 million tons/year ethylene project and its supporting facilities by the headquarters, the basic design work began in full swing. After two coordination meetings held by the headquarters focused on engineering construction in Tianjin, the design schedule was further clarified, challenges during the design process were addressed, and responsibilities among relevant units were emphasized, which significantly accelerated the pace of the design work. Through coordinated efforts from all parties involved, the basic design has been largely completed, with some equipment designs already approved by the headquarters. The detailed design phase is now fully underway.
Since the approval of the overall design plan, Tianjin Petrochemical has intensified its efforts to meet the various milestones set by the headquarters’ unified deployment and the engineering coordination meeting. Close collaboration with the headquarters’ departments and design units has helped improve project management standards and ensure steady progress. In early 2007, the company made significant organizational adjustments, including strengthening leadership, enhancing team strength, streamlining processes, setting clear goals, defining responsibilities, and implementing strict evaluations. As part of these changes, 40 professional technicians were transferred from the original production preparation and equipment departments to the design department, while additional professionals from company branches were also assigned to bolster the design team. This increased the number of staff in the design department from 18 to 89, laying a solid foundation for accelerating the project’s design progress.
After completing the basic design, Tianjin Petrochemical organized multiple sessions with the design units to refine the unified regulations, enhance the design plans, and ensure that the basic design work met high standards. These efforts laid a strong foundation for future development. Additionally, extensive coordination and design reviews were conducted to clarify the design interfaces between different units, streamline management procedures, and establish efficient information transmission channels. For units that failed to provide timely design conditions, proactive coordination was carried out to ensure smooth progress.
Currently, the basic design of all 19 new-build and retrofit installations under the refining project has been reviewed and approved by the headquarters. In addition to the 350,000-ton/year phenol/acetone plant, eight sets of new equipment for the ethylene project have been completed. The remaining seven sets of equipment have had their basic designs reviewed and approved. Both the thermal power project and the railway expansion and reconstruction project have successfully completed their basic design reviews and received final approval from the headquarters.
