Since March 9, 2007, following the approval of the overall design plan for Sinopec Tianjin's 1 million-tonne/year ethylene and supporting project by the headquarters, the basic design phase of the project was officially launched. After two coordination meetings held by the headquarters to address engineering construction issues in Tianjin, key design schedules were clarified, challenges were resolved, responsibilities were assigned more clearly, and the pace of design work was significantly accelerated. Through close collaboration among all parties involved, the basic design has now been largely completed, with several key units already receiving final approval from the headquarters. The detailed design phase is now fully underway.
Since the approval of the overall design plan, Tianjin Petrochemical has been actively working toward meeting the various milestones set by the headquarters. In line with the coordination meetings, the company has enhanced its project management efforts, striving to improve efficiency and ensure smooth progress. Based on the guiding principles of "strengthening leadership, enhancing resources, streamlining processes, setting clear goals, clarifying responsibilities, and conducting strict evaluations," major organizational changes were made in early 2007. This included reinforcing the leadership team and increasing the number of design professionals. Specifically, 40 technical personnel were transferred from the original production preparation and equipment departments to the design department, while additional staff from company branches were also brought in. As a result, the design team grew from 18 to 89 members, providing a strong foundation for accelerating the project’s design process.
Once the basic design was completed, Tianjin Petrochemical took further steps to ensure cost control, project rationality, quality, and overall style. The company repeatedly worked with the design unit to refine regulations, optimize the design plan, and lay a solid groundwork for future development. Additionally, extensive coordination and review sessions were conducted to clarify the design interfaces between different units, establish clear management procedures, and ensure efficient information flow. For units that faced delays in providing necessary design conditions, active coordination was carried out to maintain the project timeline.
Currently, the basic design for all 19 new and retrofitted installations in the refining project has been reviewed and approved by the headquarters. In addition to the 350,000-tonne/year phenol/acetone plant, eight sets of new equipment for the ethylene project have been finalized. The remaining seven sets have also received basic design approval. Both the thermal power project and the railway expansion and reconstruction project have completed their basic design reviews and have been officially approved by the headquarters.
