The Hubei Provincial Development and Reform Commission recently launched an online survey titled “Main Measures to Ensure a Stable Supply of Domestic Refined Oil.†As of January 16, the results from public opinion polls revealed five key strategies aimed at maintaining a steady supply of refined oil products. Among these, "strictly implementing state pricing and maintaining normal market order" ranked first, with 26.44% of respondents supporting it.
For several months, the domestic oil supply has been under pressure. Starting in October last year, some areas in Hubei and Hunan faced severe diesel shortages, forcing long-haul trucks and buses to halt operations. Logistics companies were compelled to maintain high fuel prices just to keep their businesses running. The situation persisted until early January this year, highlighting the urgency for effective measures.
In response, the Hubei Provincial Development and Reform Commission initiated an online poll on its website asking, “What measures do you think should be taken to ensure the stable supply of domestic refined oil?†By January 16, 624 people had participated, resulting in the following top five strategies: 26.44% supported strict adherence to state pricing and market order; 20.67% favored increasing production; 19.55% suggested multi-channel resource organization to boost diesel supply; 15.22% emphasized resource balance and allocation; and 15.06% focused on enhancing resource exploration and development. Other measures accounted for 3.04%.
Experts have echoed the importance of enforcing state pricing. According to Hu Runzhou, director of the Wuhan Branch of the Chinese Academy of Management Sciences, regional price imbalances, inefficient supply chains, and private oil hoarding are major causes of diesel shortages. He pointed out that while the growth in diesel vehicle numbers in Wuhan was not significant, Sinopec and CNPC struggled to meet demand despite multiple increases in diesel supply. This indicates that human factors—such as price fluctuations and illegal hoarding—are playing a critical role.
These findings align with national policies. A notice from the National Development and Reform Commission in August last year urged oil companies to strictly follow price regulations and sell fuels at state-mandated rates. During a State Council meeting on January 9, Premier Wen Jiabao emphasized cracking down on price manipulation, false information, and illegal practices that disrupt the market. Violators would face legal consequences.
To ensure a stable supply, the National Development and Reform Commission outlined clear requirements for oil companies. First, they must strictly enforce state pricing and maintain market stability. Monitoring the internal operations of major companies is essential, along with strict enforcement of pricing rules and penalties for violations. Second, production must be optimized to increase refined oil output, including delaying refinery maintenance and boosting processing capacity. Third, resources should be organized through multiple channels to increase diesel supply, while controlling exports to prioritize domestic needs. Fourth, resource balance and allocation must be improved, ensuring efficient distribution between refineries and local companies. Finally, investment in resource exploration and development should be increased to secure long-term supply stability.
